Management Structure and Service Management Structure1) The current decision-making and management structures mostly focus on the top Hoperise Management (i.e the Director, Training and Services Manager, Administration and Finance Officer as well as the Programmes Co-ordinator)
2) In an attempt to maximise efficiency, Hoperise is re-organising her administrative structure to empower the various committees whose duties and functions will be clearly stipulated in the Statutes and Regulations as activities get in motion. The various Committees will emphasise democratic participation in the decision making process by staff and where appropriate by students. Each committee will have a clear focus and direction. 3) Aware also of the need to promote efficient internal communication between the top management, staff and students to base decisions on hard facts and sound statistical data and to foster accurate information flow from the courses quickly and timely, the Hoperise Administration plans to establish a computerised administrative system which will be interlinked with all the cost centres and have in house data processing capacity. It is hoped that the Government and the Donor community will support this initiative, which is one of the priority proposals in Hoperise’s Five Year Development Plan. Support ServicesLike other reputable Colleges in the country, Hoperise supports the various students and academic staff activities through services rendered by the administrative and various categories of support staff.
Centre for Tutorial Service1) The mission of the Centre is to enhance national development capacity, through providing modular courses, to all levels of managers and administrators, in government, parastatals, non-governmental organisations and the private sector and to upgrade their skills.
2) The Centre has no departments. It offers short courses directed at all Namibians in need of any training. 3) The various courses will be taught within the broad framework of the following topics: - Public management and administration (e.g local and regional government administration) - Policy analysis (e.g women in development) - Management skills (e.g financial management) - Special skills (e.g in information management, communication skills, statistical methods and training related skills) |
